NTT's Flet's Hikari comes in many varieties. If your building has Mansion-type already installed, then it may be quite reasonable, even less expensive than ADSL in many cases.

Or, the only service at your location might be Family-type, which is more expensive. And, in general, the only one you can choose is the one that's available at your location. Therefore, before applying, it's recommended that you request an Availability Check:
